Mozambique Signs US$117 Million Dondo Logistics Terminal Concession

The Dondo Logistics Terminal is intended to increase logistics capacity serving the Port of Beira and support more efficient freight movements along the Beira Corridor.

The project is expected to generate approximately US$600 million for the Mozambican state under the baseline scenario, while supporting employment, private-sector activity and economic development in Sofala Province.

The Government of Mozambique has signed a 25-year concession agreement for the development and operation of the Dondo Logistics Terminal in Sofala Province, as part of efforts to increase capacity and improve freight flows along the Beira Corridor.

The agreement was signed on 8 July 2026 by the Ministry of Transport and Logistics and Terminal Logístico de Dondo, SA, which will implement the project. The planned investment is estimated at approximately US$117 million.

Under the baseline financial scenario, the concession is expected to generate approximately US$600 million for the Mozambican state over its duration. The projected revenue includes fixed and variable concession fees, corporate income tax, compensation associated with the alternative road to the Port of Beira, and dividends accruing to state-owned rail and port operator Portos e Caminhos de Ferro de Moçambique (CFM) through its participation in the consortium.

Minister of Transport and Logistics João Jorge Matlombe said the terminal would support the government’s efforts to relieve pressure on the Port of Beira while strengthening logistics capacity across the corridor.

Construction and implementation are also expected to create employment, contribute to economic development in Sofala Province and Dondo, and generate opportunities for local private-sector businesses.

Matlombe indicated that the government would support investors throughout the implementation and execution phases to minimise delays and ensure that the agreed development timetable is maintained. The government expects the Dondo Dry Port to be operational within approximately 15 months, around August or September 2027.

Hefeng Dong, representing Union Portlink Capital, Lda and the ZHONGMEI and UNION consortium, acknowledged the support provided by the Ministry of Transport and Logistics during the project’s development. He confirmed the consortium’s commitment to implementing the concession in accordance with the agreed plans and requirements.

The terminal is intended to expand logistics capacity serving the Port of Beira and strengthen the movement of freight through one of Southern Africa’s principal regional trade corridors.
