Mozambique has initiated a procurement process for the development of a comprehensive regulatory framework to govern railway licensing, inspection, enforcement and certification as part of its broader transport sector reforms.
Within this context, the new regulatory framework is intended to strengthen institutional oversight and standardise compliance across the national rail system.
The framework will cover four core areas: railway equipment, rolling stock, maintenance workshops and training centres. It is expected to define clear criteria, procedures and institutional responsibilities for inspection and certification, while addressing gaps in the current system.
