The creation of clear responsibility for urban public transport and integrated planning is particularly important for the development of a more connected metropolitan system, where rail, road-based public transport and other modes need to be planned as part of a single mobility framework rather than in isolation.
Mozambique’s Minister of Transport and Logistics, João Matlombe, has appointed new administrators to the Maputo Metropolitan Transport Agency (AMT), including a new executive responsible for urban public transport and integrated planning.
Afonso Jamisse and Iracema Mascarenhas were sworn in on 9 September as AMT administrators for Administration, Human Resources and Finance, and Urban Public Transport and Integrated Planning respectively.
Rui Mapatse was also appointed as an adviser to the Minister of Transport and Logistics.
The appointments form part of efforts to strengthen the management and planning capacity of institutions responsible for transport in the Maputo metropolitan area.
The administrator responsible for Administration, Human Resources and Finance will oversee areas including budget preparation and execution, financial administration, staff development and compliance with public-sector employment requirements.
The Urban Public Transport and Integrated Planning portfolio places particular emphasis on the coordination and planning of public transport services across the metropolitan area. The ministry did not provide further detail on specific projects, investment programmes or operational measures associated with the portfolio.
Addressing the new appointees, Matlombe stressed the need for careful decision-making, stronger accountability and practical problem-solving across the transport and logistics sector. He called on the officials to focus on delivering results, make effective use of available resources and develop innovative approaches to the challenges within their respective areas of responsibility.
The appointments strengthen AMT’s executive structure at a time when integrated urban transport planning remains an important component of mobility planning across Greater Maputo.
