Elias Paulo has taken office as Coordinator of the Implementation Office for the Beira Corridor Development Projects, the unit responsible for coordinating, facilitating, promoting, monitoring and ensuring the effective implementation of projects along the corridor.
Paulo assumed the role on 20 March.
Speaking at the inauguration ceremony, Minister of Transport and Logistics João Matlombe said the appointment represents a renewed institutional commitment focused on delivering concrete results and strengthening performance in the transport and logistics sector.
Matlombe described the Beira Corridor as one of Mozambique’s most important strategic assets, playing a key role in regional integration, facilitating international trade and strengthening the logistical competitiveness of hinterland countries. He added that its efficiency and competitiveness are critical to positioning Mozambique as a leading regional logistics platform.
The Government has been investing in the modernisation and expansion of infrastructure and logistics services along the corridor. This includes increasing the capacity of the Fuel Terminal, improving the operational efficiency of the Container and General Cargo Terminal at the Port of Beira, and upgrading road and rail access.
Matlombe also highlighted the strategic importance of the Dondo Dry Port and Logistics Facilitation Centre, which is expected to decongest the Port of Beira and expand its operational capacity while improving logistical flows across the corridor.
In parallel, structural investments are underway for the construction and operation of Single Border Stops at Machipanda and Cassacatiza. These are expected to reduce crossing times, simplify procedures and improve the efficiency of cross-border trade.
The Minister emphasised that realising the corridor’s full potential will require coordinated, results-oriented action, with a strong focus on implementation, disciplined execution and stakeholder mobilisation.
He further tasked the Coordinator with ensuring effective inter-institutional coordination, monitoring corridor performance through clear indicators, identifying and addressing technical, legal and institutional constraints, and overseeing the physical and financial execution of infrastructure projects, supported by regular reporting to enable informed decision-making.
The Beira Corridor Development Projects Implementation Office was established through Resolution No. 9/2026.
