Angola is expanding railway and port capacity on the Lobito Corridor, and the operating and maintenance skills that work depends on are formed well before traffic grows. Qualification standards for railway driving and operation put those skills into the national system rather than leaving them to individual employers.
The qualifications still have to be completed, catalogued and then turned into training places before any of it reaches the labour market, so the next test is what the four-month project delivers and how quickly the standards are taken up by training providers.

Angola's National Qualifications Institute (INQ) is developing 15 vocational qualification standards for the port, railway, logistics and industrial automation sectors, among them railway driving and operation, logistics and supply chain, and the maintenance of equipment and automated systems.
The work is being carried out with specialist technical support from two Portuguese institutions: FERNAVE, which works in railway training, and CENFIM, the training centre for the metallurgical and metalworking industry. The Angolan government cites their experience in developing vocational qualifications in the industrial, port and railway sectors.
The qualifications are being drawn up under a technical assistance project run by the technical management unit of the National Human Capital Development Plan. The project began in July 2026 and is scheduled to run for four months, with the aim of matching technical and vocational training to labour market needs and to the country's economic and technological development priorities.
Each qualification is being structured on a competency-based approach, aligned with the National Qualifications System, the National Qualifications Framework and the National Catalogue of Vocational Qualifications. The work covers the definition of occupational profiles, competency units and training standards, setting out the knowledge, skills and occupational outcomes required for each qualification.
The qualifications correspond to levels 3 and 5 of the National Qualifications Framework and are to be included in the National Catalogue of Vocational Qualifications.
Alongside railway operation and logistics, the standards under development cover port management and operations, PLC and SCADA systems programming, industrial robotics, mechatronics and electronics.
The project sits within Angola's Human Capital Development Plan 2023-2037, whose priorities include strengthening technical and technological training, promoting youth employability and closer alignment between vocational training and the needs of the productive sector.
