Transnet and International Container Terminal Services, Inc (ICTSI) have signed a 25-year partnership agreement for Durban Container Terminal Pier 2, marking a significant step in Government’s economic reforms and Transnet’s strategy to increase private sector participation. The agreement establishes a joint partnership between Transnet Port Terminals and ICTSI from 1 January 2026, with Transnet holding a majority share in a new special purpose vehicle and ICTSI taking operational responsibility.
Selected as the preferred bidder in July 2023, ICTSI brings a strong global record in improving port performance. The partnership aims to increase Pier 2’s capacity from 2 million to 2.8 million TEUs and improve GCH from 18 to 28 and SWH from 60 to 120 through new equipment and advanced technology. These upgrades are intended to reduce logistics costs, improve service quality and attract new volumes.
Transnet Group Chief Executive Michelle Phillips noted the positive trajectory of Pier 2’s performance and emphasised that the partnership will support modernisation, efficiency and growth. ICTSI Senior Vice President Hans-Ole Madsen highlighted the shared commitment to revitalising South Africa’s maritime infrastructure and ensuring Pier 2 becomes a world-class terminal that benefits the region.
