World Bank-Funded Project to Improve Urban Mobility Across Maputo, Matola and Marracuene
The Government of Mozambique, through the Ministry of Transport and Logistics, has issued an international tender for the construction of Bus Rapid Transit (BRT) infrastructure as part of the Maputo Metropolitan Area Urban Mobility Project (MMAUMP). The project is supported by the World Bank under Grant No. IDA-E0660-MZ.
Valued at an estimated US$2 million in bid security, the contract involves a wide scope of civil engineering works, with a 24-month project duration. The infrastructure will include the development of a 22km segregated running way for the BRT system, the rehabilitation of mixed traffic lanes, the construction of new terminals, stations, and bus stops, as well as the installation of electrical and ICT systems for passenger information and fleet management.
The project will be executed in a single lot, covering key urban areas within the municipalities of Maputo, Matola and Marracuene. The bidding process is being conducted under international competitive procurement rules, following the World Bank's March 2025 “Procurement Regulations for Investment Project Financing (IPF) Borrowers”.
Interested and eligible bidders are invited to participate in the two-envelope, non-prequalification process. Technical and non-price factors will account for 60% of the evaluation, while bid cost will account for 40%. A margin of preference will not apply.
Bidders may inspect the tender documents at the Ministry of Transport and Logistics offices in Maputo and can purchase the full bidding documents for MZM 20,000. Payment must be made via direct deposit to the designated account. Upon request, an electronic version may also be supplied, although the printed hard copy remains the official reference document.
