The Ghana Railway Development Authority has signed an offtake agreement with International Service Solution, which is the second agreement of this kind signed by the Authority in 2026. This agreement targets the expansion of freight transportation and private-sector participation in Ghana’s railway sector by moving goods across the country.
The operational timeline requires the first consignment to move from the Tema Rail Head to the Mpakadan Rail Head by Friday 16 October 2026, which is strictly subject to operational readiness. Additional timeline factors include the anticipated receipt of three locomotives and 20 wagons by December 2026, following the movement of approximately 2,500 to 3,000 containers since cargo operations began in September 2026.

The Ghana Railway Development Authority (GRDA) has signed an offtake agreement with International Service Solution (ISS), the second agreement of its kind signed by the Authority in 2026, as it works to expand freight transportation and private-sector participation in Ghana’s railway sector.
Speaking at the signing ceremony, GRDA Chief Executive Officer Dr Frederick Appoh expressed optimism that the first consignment under the agreement would move from the Tema Rail Head to the Mpakadan Rail Head by Friday 16 October 2026, subject to operational readiness.
Dr Appoh said GRDA is positioning rail transportation as a reliable and efficient option for moving goods across the country, and highlighted the Authority’s growing role in Ghana’s supply chain and logistics sector.
He also said the Authority expects to receive three locomotives and 20 wagons by December 2026. Under the anticipated arrangement, one locomotive will be allocated to GRDA’s operations, while the remaining two locomotives and 20 wagons are intended for a private-sector company to support the expansion of freight services.
Providing an update on cargo operations, Dr Appoh said approximately 2,500 to 3,000 containers have been moved since cargo operations began in September 2026. He said this progress shows the potential of rail freight to facilitate cargo movement and strengthen Ghana’s supply chain and logistics network.
A representative of ISS thanked GRDA’s leadership for the opportunity to partner with the Authority and described the agreement as a milestone in the partnership between the two organisations.
The representative also welcomed the increasing involvement of the private sector in railway freight operations and said ISS is keen to use rail transportation to improve logistics and promote the efficient movement of goods.
GRDA says the agreement forms part of its broader strategy to attract private-sector investment, increase freight volumes and optimise the use of railway infrastructure.
