Why it Matters

The MCDF grant supports early-stage project preparation for one of Egypt’s strategically important urban rail schemes. By funding technical, environmental and social, climate resilience and institutional assessments, the grant is intended to improve project quality and bankability ahead of appraisal and potential financing.

The project also has wider logistics relevance. The corridor links Abou Qir, serving Alexandria’s port area, with Misr Station, Alexandria’s main train and logistics hub, while future connectivity to the Electric Express Train Green Line at Borg El Arab International Airport would strengthen links between the city, port, industrial zones and airport access.

MCDF Grant Supports Preparation of Alexandria–Abou Qir Metro Line Extension

The Alexandria–Abou Qir Metro Line Extension in Egypt has received grant support from the Multilateral Cooperation Center for Development Finance (MCDF), providing early-stage project-preparation funding for a planned metro development intended to strengthen metropolitan connectivity and improve integration between transport, logistics and economic hubs.

A USD420,000 grant was approved by the MCDF Governing Committee during its meeting in Beijing on 10 June. The project is expected to be financed by the Asian Infrastructure Investment Bank (AIIB) and partners, and implemented by Egypt’s National Authority for Tunnels.

The MCDF grant will finance preparatory activities for the upgrade and electrification of the existing east-west rail corridor connecting Abou Qir Station with Misr Station. Abou Qir serves Alexandria’s port area, through which more than 75% of Egypt’s maritime trade passes, while Misr Station is Alexandria’s main train and logistics hub.

Under Phase 1, the corridor will be converted into a high-capacity, low-carbon metro system. The metro extension is also expected to provide future connectivity with the Electric Express Train Green Line at Borg El Arab International Airport, creating a stronger link between Alexandria’s urban core, port area, logistics infrastructure, industrial zones and airport access.

The project is expected to reduce traffic congestion, shorten travel times, improve logistics efficiency and support regional connectivity and sustainable development.

The MCDF grant will support technical, environmental and social climate resilience, and institutional assessments. These preparatory activities are intended to improve the quality and bankability of the metro extension project in line with international financial institution standards and good practice, including environmental and social requirements, climate resilience, stakeholder engagement and operational readiness.

The grant-supported work is expected to help prepare the project for appraisal and prospective financing by AIIB, the European Bank for Reconstruction and Development, the European Investment Bank and Agence Française de Développement.

For Egypt, the Alexandria–Abou Qir Metro Line Extension is positioned as more than an urban mobility project. By upgrading and electrifying an existing rail corridor serving one of the country’s most important ports and logistics areas, the project forms part of a broader shift towards integrated, lower-carbon rail-based transport systems that connect city movement with freight, trade and regional economic activity.
