Cairo Metro Line 4 Phase Two Moves Towards Implementation as Phase One Advances

The update confirms two milestones at different stages of confidence: Phase Two remains at the study and site-handover stage, with implementation sites still being transferred to contractors rather than construction under way, while Phase One has six tunnel boring machines active simultaneously and a confirmed contractor consortium (Arab Contractors, Orascom Construction, Concord, Petrojet and Hassan Allam) already delivering works. The Phase Two consortium naming, Concord alongside Arab Contractors, Petrojet and Hassan Allam, is confirmed by Concord's own statement rather than by the Ministry, a useful distinction for tracking how contract awards are being disclosed.

The planned interchange network, Line 4 with Line 2, Line 1, the proposed Line 6, and both the East and West Nile monorails, signals Cairo's metro expansion is being planned as an integrated multi-line system rather than isolated corridors. With Mitsubishi supplying 23 trains (first delivered May 2026) and a targeted two million daily passengers once complete, this is one of the more capital-intensive urban rail programmes under way on the continent, though full-network completion depends on Phases Three and Four, which remain under study.

Egypt's Ministry of Transport says studies for Phase Two of Cairo Metro Line 4, between Fustat and New Cairo, are being finalised, while procedures are under way to hand implementation sites to contractors in preparation for the start of works.

Separately, Concord Engineering & Contracting has confirmed that it is part of the consortium entrusted with delivering Phase Two alongside Arab Contractors, Petrojet and Hassan Allam. Concord said the section from Fustat Station to Zahraa Nasr City Station will be constructed using tunnel-boring technology, passing through areas including Sayeda Nafisa, Sayeda Aisha, Manshiet Nasser and Al-Azhar University before reaching Nasr City.

The Ministry's latest update also details progress on Phase One, which extends for 19 km and comprises 17 stations, including 16 underground stations and one surface station. The route runs from west of the Ring Road on the boundary of 6th of October City, through the Grand Egyptian Museum, Remaya Square and Al-Haram Street to Giza Station, where it will interchange with Metro Line 2. It continues to El-Malek El-Saleh Station, providing interchange with Metro Line 1, before terminating at Fustat Station.

Six tunnel boring machines are being used simultaneously for Phase One.

Four machines are allocated to the first section between Hadaeq El Ashgar and El Mesaha. The first has completed its work up to Pyramids Station, while the second is working between Grand Egyptian Museum Station and Pyramids Station. A third machine is due to resume tunnelling between Madkour and El Mesaha stations, while the fourth has completed its work up to El Mesaha Station.

Two tunnel boring machines are being used on the second section between El Mesaha and Fustat. One has started work from Fustat towards El-Malek El-Saleh Station, while the second is being prepared to begin tunnelling from Fustat in the same direction.

Construction and electromechanical works for Phase One are being carried out by Egyptian contractors Arab Contractors, Orascom Construction, Concord, Petrojet and Hassan Allam Construction. Systems, track and workshop works are being delivered by the Mitsubishi and Orascom consortium.

Mitsubishi is also supplying 23 trains for the project, with the first train delivered in May 2026.

Cairo Metro Line 4 is planned in four phases. In addition to the Phase Two extension from Fustat to New Cairo, the third phase between Hadaeq El Ashgar and Al-Hosary Square and the fourth phase between New Cairo and Capital Airport are currently under study.

Under the planned network configuration, Phase Two will provide interchange with the proposed Metro Line 6 at Sayeda Aisha Station and with the East Nile Monorail at Al-Tayaran Station. Phase Three is planned to interchange with the West Nile Monorail at Al-Hosary Station, while Phase Four is planned to connect with the LRT at Capital Airport Station in the New Administrative Capital.

A branch of Phase Four is also under study to serve the Strategic Command area and provide interchange with the East Nile Monorail at Al-Fattah Al-Aleem Station.

Once completed, Line 4 is intended to connect Cairo and Giza and link 6th of October City and New Cairo to the metro network. The line will serve areas including Haram, Faisal, Omraniya, Giza, Nasr City, Al-Azhar University and New Cairo, as well as the Grand Egyptian Museum, National Museum of Egyptian Civilisation and Historic Cairo.

The Ministry expects the completed line to carry around two million passengers a day.
