An independent value-for-money audit is planned for the construction of the new Thiaroye market, developed as part of the resettlement programme associated with Senegal’s Train Express Régional (TER) project.
Senegal’s Investment Promotion and Major Works Agency, APIX SA, issued an expression of interest for a consulting firm to undertake the assignment. The African Development Bank published the notice on 4 August 2026, with submissions closing on 20 August 2026.
The assignment covers an independent assessment of the procurement process for the market construction works, together with the contractual, technical and financial aspects of their implementation.
The Thiaroye market was developed as part of arrangements to relocate businesses affected by the TER project.
The August procurement related specifically to audit and consultancy services. It did not cover railway construction, rolling stock or additional TER infrastructure works. The opportunity has since closed.
