East Africa Railway Rehabilitation

The Government of the United Republic of Tanzania, through the Tanzania Railways Corporation (TRC), has received financing from the International Development Association (IDA) of the World Bank for the implementation of the Second Tanzania Intermodal and Rail Development Project (TIRP-2).

The project aims to improve safety, climate resilience and operational efficiency along the Dar es Salaam to Isaka Central Corridor.

TRC has issued an invitation to an Early Market Engagement (EME) workshop for forthcoming large-value railway rehabilitation contracts under TIRP-2. The consultative meeting will be held physically and virtually, providing a structured platform for qualified firms to engage with TRC ahead of the planned procurement process.

Upcoming Procurement Opportunities

The indicative procurement opportunities are divided into two lots.

Lot 1: Dar es Salaam to Tabora covers infrastructure rehabilitation and safety strengthening. The works include track rehabilitation across priority sections of approximately 250 to 260 km cumulative, the rehabilitation of major station yards at Morogoro, Dodoma and Tabora, including Ilala Terminal, and the installation of approximately 28 automated level-crossing safety systems.

The lot also includes the rehabilitation and construction of approximately 34 bridges and culverts, as well as urban rail safety interventions, including fencing and access control.

Lot 2: Tabora to Isaka includes the complete renewal of approximately 135 km of track, the rehabilitation of approximately 90 bridges and culverts, and associated earthworks, drainage and climate resilience works.

Purpose of the Early Market Engagement

TRC is undertaking the Early Market Engagement process as part of procurement preparation for the planned railway rehabilitation contracts.

The process is intended to inform the market of upcoming procurement opportunities, obtain structured feedback on packaging, contract strategy and risk allocation, assess market capacity, capability and level of interest, and identify key risks and implementation considerations.

The EME workshop represents the next stage of this engagement. It will allow TRC to interact with qualified firms, clarify the project scope and requirements, and support the updating of the Project Procurement Strategy for Development (PPSD) to include the rated criteria for the intended works packages.

Feedback from interested contractors on the proposed technical, commercial and performance requirements, as well as other key bidding parameters, will enable TRC to refine its procurement approach while ensuring that potential bidders are well informed and positioned to participate in the competitive bidding process.

The outcomes of the process will directly inform the PPSD and enhance competition and value for money in accordance with World Bank Procurement Regulations.
