South Africa, New Safety Permit Fee Model Approved for Implementation

South Africa’s Department of Transport has confirmed that the Minister of Transport has approved the new Safety Permit Fee Model, 2026, for implementation.

The model will be used to determine the annual safety permit fees payable to the Railway Safety Regulator (RSR).

According to the Department of Transport notice, the model will be implemented by the RSR with effect from the 2026/2027 financial year. The notice was issued under No. 7424 and dated 4 May 2026.

In terms of section 66(1) of the Railway Safety Act, 2024 (Act No. 30 of 2024), the Minister is required to determine the fees payable in respect of safety permits on an annual basis. These fees must be published in the Government Gazette.

The approval of the new model provides the framework for calculating annual safety permit fees under the updated rail safety legislative environment. Railway operators and other affected stakeholders will need to take the revised fee model into account for the 2026/2027 financial year.
