Grindrod Limited (Grindrod) has confirmed that it has signed a Rail Access Agreement (RAA) with the Transnet Rail Infrastructure Manager (TRIM), formally enabling its participation in South Africa’s Open Access Rail initiative.
The agreement represents a significant step in South Africa’s rail reform journey, advancing increased private sector participation aimed at improving the efficiency, capacity, and competitiveness of the national freight logistics system. This is a landmark development that will see some of the first privately owned rolling stock operating on state-owned rail infrastructure under the Open Access framework.
Grindrod expects its operations under the Open Access framework to commence in 2027, subject to the completion of remaining operational and contractual precedents.
Grindrod plans to commence operations in year one by transporting 288 000 tonnes using its two allocated slots on the North-East Corridor. This will be achieved through the deployment and utilisation of Grindrod-owned locomotives and wagons. The company intends to progressively increase volumes to potentially to 432 000 tonnes per annum, subject to the allocation of additional slots and to scale operations significantly from 2029 onwards.
Unlocking Capacity Through Private Sector Participation
The introduction of private rolling stock is expected to play a critical role in unlocking capacity, improving reliability, and enhancing service delivery across South Africa’s key freight corridors. This development supports broader industry efforts to revitalise the country’s rail system and restore rail as the backbone of bulk and containerised logistics. Grindrod’s allocated slots will see its own 4 locomotives and 100 wagons being deployed, contributing positively towards the national target of 250 million tonnes on rail by 2030.
