In a landmark move set to redefine the future of urban mobility in Angola, the Ministry of Transport of the Republic of Angola and Alstom (France) have signed a transformative Memorandum of Understanding (MoU) at the 7th African Union-European Union (AU- EU) Heads of State Summit currently underway in Luanda, Angola. This agreement signals the shared commitment of both parties to assess, plan, and, where viable, execute the Luanda Blue Line Commuter Rail project, a pivotal initiative designed to elevate the quality of life for millions and drive economic growth across the region.

The Luanda coastal Blue Line Commuter Rail project is envisioned as a beacon of progress, delivering an innovative, efficient, and environmentally sustainable mass transit solution along a vital 50-kilometre corridor stretching between Cacuaco and Benfica. This project is a cornerstone of the city’s ambitious Masterplan for public transport, promising to foster greater connectivity, reduce congestion, and unlock new opportunities for the people of Luanda.

“This MoU marks a pivotal step in our journey to modernise Angola’s rail infrastructure and public transport systems. By partnering with Alstom, a global leader in rail innovation, we are taking decisive action to provide our citizens with transport solutions that are safe, resilient, and sustainable. The Luanda Blue Line will become a foundation for our vision of a connected and prosperous nation,” said Ricardo Viegas D’Abreu, Minister of Transport of the Republic of Angola.

Under the terms of the MoU, the Ministry of Transport and Alstom will work together to assess the commercial, technical, and strategic viability of the coastal Blue Line, including comprehensive feasibility studies. The Memorandum of Understanding will take effect on 24 November 2025.
