Uganda Railways Corporation (URC) is progressing plans to establish a Railway Training Institute at Rubongi in Tororo District as part of the African Development Bank-supported EAC Railway Rehabilitation Support Project.
URC invited expressions of interest from consulting firms to undertake the detailed feasibility study, design and construction supervision for the proposed institute. Submissions closed on 13 August 2026.
The consultancy, under procurement reference URC/AfDB/CONS/2025-26/006, is financed through African Development Bank and African Development Fund grant 21001550042178.
The wider EAC Railway Rehabilitation Support Project includes the rehabilitation of the Kampala-Malaba metre-gauge railway line, with the proposed training institute included under its capacity-building and training component.
The selected consultant will be responsible for assessing the feasibility of the institute, developing the detailed design and supervising its construction.
Firms responding to the expression of interest were required to demonstrate experience in comparable assignments and operating environments, together with the organisational and technical capacity to undertake the work. Joint ventures were permitted.
Shortlisting is being conducted under the African Development Bank’s Procurement Policy for Bank Group Funded Operations. The evaluation considers organisational capacity, experience on similar assignments, experience in comparable geographical conditions and understanding of the scope and objectives of the proposed institute.
