Rail Is at the Top of the EU’s Partnership Agenda with Africa

In this quick catch-up filmed during the recent Luanda Financing Summit, Railways Africa Editor Phillippa Dean speaks with Sergio Oliete Josa, Head of Sustainable Transport and Urban Development at the European Commission. The discussion follows his panel participation and explores the European Union’s growing engagement in African rail development.

Sergio explains that rail is at the top of the EU’s partnership agenda with Africa, highlighting its potential for decarbonisation, economic growth and social impact. He notes that regional integration is essential for improving the bankability of railway projects by increasing demand, ensuring viable freight volumes and reducing reliance on subsidies. He also emphasises the EU’s comparative strengths in supporting both regional rail development and urban mobility systems, including metros and tramways.

In Angola, Sergio confirms ongoing cooperation through the EU–AFD Mobilise Your City partnership, which is assisting Luanda authorities with Sustainable Urban Mobility Plans. He also highlights EU involvement in the Maputo–Ressano Garcia railway, including Phase 2 works and discussions on implementing European interoperability and signalling standards such as ERTMS.

Sergio outlines current preparations with the European Union Agency for Railways to support the African Union, SADC and SARA in harmonising regulations on rail interoperability and signalling systems across the region.
