Tanzania And Burundi Seek Consultancy Services For Design And Supervision Of Standard Gauge Railway Construction

The Governments of the United Republic of Tanzania and the Republic of Burundi are seeking financing from the African Development Bank for the construction of the Tanzania/Burundi (Uvinza – Musongati – Gitega) Standard Gauge Railway (SGR) section. The project is part of the Tanzania-Burundi-DR Congo SGR project and will involve the design and construction of an electrified SGR line spanning approximately 282 km. The Tanzania Railways Corporation (TRC) has been appointed as the implementing agency for this multinational project.

TRC is looking for consultancy services for the review of design and supervision of works for the construction of the SGR under a design and build arrangement. The project will be divided into two lots, with Lot 1 consisting of the 156KM Tanzania section to be implemented as one package and Lot 2 consisting of the 126KM Burundi section to be implemented in two packages.

Interested consultants must provide information indicating their qualifications to perform the services, including company profile, registration and incorporation certificates, proven technical capability and experience to carry out supervision of an electrified UIC standards Railway Construction Works with ERTMS Level II systems, and review of contractor’s designs of at least 1,000 km. They must also have at least five years’ experience and have worked on more than two projects with a similar nature and scope.

The eligibility criteria, the establishment of the shortlist, and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy Framework. Interested consultants must deliver their expressions of interest to the TRC by 24th March 2023, and the EOI will be opened promptly thereafter in public and in the presence of the EOI’s representative who chooses to attend the opening ceremony at the TRC Headquarters Conference Room.

The project is expected to be implemented over a period of five years, with the TRC collaborating with ARTF (Burundi Corporation in charge of Railways) to construct the railway line between Uvinza and Gitega via Musongati in Burundi and other railway facilities en route to Standard Gauge, based on American Railway Engineering Maintenance of Way Association (AREMA) and UIC standards. The successful completion of this project will be a significant milestone in the development of the railway infrastructure assets in Tanzania Mainland, promoting transport connectivity between the two countries, and ultimately contributing to the economic development of the region.
