According to news from Agence Congolaise des Grands Travaux (ACGT), a meeting held on 14 February in Rotterdam saw the Minister of Infrastructure and Public Works officially hand over the original Agreement of Principle, signed on 8 October 2025 and bearing the official seal of the Ministry of Infrastructure and Public Works.
The handover formalised the firm support of the Government of the Republic for the Kinshasa Integrated Tramway Project, confirmed the political will to initiate the operational phase and reinforced the commitment to proceed rapidly with contractual structuring under a Public–Private Partnership model.
The project aims to:
- Sustainably decongest the city of Kinshasa;
- Modernise urban infrastructure;
- Structurally combat flooding;
- Improve mobility and the quality of life of the population.
The initial timetable sets the first tram line to be operational by 27 November 2027. This deadline represents a key milestone in the implementation schedule and a clear public commitment. The Minister has requested that a realistic, consolidated and legally sound programme be finalised as soon as possible to align the studies, financial structuring and signing of the PPP contract with this target.
The Kinshasa Integrated Tramway Project includes:
- The construction of seven modern tram lines;
- The use of prefabricated hybrid routes under exclusive technological licence;
- A structured system to definitively combat flooding;
- The integration of sustainable energy solutions;
- Modernisation of urban corridors and technical networks.
The project is positioned as an integrated urban transformation programme combining mobility, climate resilience and economic development.
