The Asian Infrastructure Investment Bank (AIIB) has approved US$75 million in sovereign financing for Togo’s Transport Connectivity and Logistics Improvement Project, which includes upgrading the existing railway connection between the Autonomous Port of Lomé (PAL) and the Adétikopé Industrial Platform (PIA).
The financing was approved on 4 September 2026, with the project to be co-financed by the World Bank. The project aims to improve climate-resilient transport connectivity in regions with high agricultural potential, enhance logistics efficiency and improve safe urban mobility in Greater Lomé.
The railway component involves upgrading the existing link between the port and the industrial platform to enable a modal shift of truck cargo from road to rail.
Other components include rehabilitating urban roads, improving access to the Port of Lomé, enhancing urban traffic management and developing sustainable, safe and inclusive urban transport services.
The project also provides for the rehabilitation and upgrading of secondary rural roads and logistics infrastructure to climate-resilient standards in four selected regions of Togo, improving access to local and international markets through the port.
Implementation support and capacity building will be provided to key ministries and agencies to strengthen the management of roads, railways and transport services.
The project is expected to improve the climate resilience of secondary and rural roads, increase logistics efficiency, reduce transport costs for farmers, agricultural operators and transporters, and improve mobility and road safety in Greater Lomé.
The AIIB has classified the project as Environmental and Social Category A, with the World Bank’s Environmental and Social Framework and relevant standards applying to the co-financed project.
