MADARAIL’s freight volumes have fallen sharply, while poor infrastructure, limited capacity and funding constraints have left the operator in a financially fragile position. The planned rehabilitation programme is intended to keep the northern railway network operating while addressing critical infrastructure and operational weaknesses.
The programme also goes beyond track rehabilitation, with planned support for rolling stock, signalling, telecommunications, a new dry port and longer-term network studies. Its success will be measured against practical outcomes including freight volumes, transit times, safety performance and MADARAIL’s ability to return to financial stability and attract investment.
