Liberia’s Ministry of Transport Unveils Five-Year Strategic Plan

On Friday, 5 December 2025, Liberia’s Ministry of Transport officially launched its Five-Year Strategic Plan (2025–2029), a national framework aimed at modernising and strengthening the country’s transport systems. The plan outlines priorities across land, sea, air and rail transport, setting a direction for infrastructure development and regulatory reform over the next five years.

During the launch, Minister of Transport Sirleaf Ralph Tyler underscored the Ministry’s intention to elevate transport services nationwide, highlighting innovation, efficiency and accessibility as central themes of the strategy. He noted that the four major pillars of the plan are essential for unlocking economic opportunities, enhancing regional integration and improving mobility.

Land Transport
The strategy includes measures to improve road safety, update vehicle and driver licensing systems and expand urban and rural transport services. Planned reforms include modernised traffic management and increased digitisation of transport-related services.

Sea Transport
The plan sets out initiatives to improve port operations, strengthen coastal transport and advance maritime regulatory reforms. These efforts are expected to enhance trade, tourism and overall economic resilience.

Air Transport
Priorities in the aviation sector include upgrading airport operations, improving flight safety through new technologies and attracting additional regional and international air carriers. Improvements in aviation services are intended to strengthen Liberia’s position within West African air transport.

Rail Transport
The Ministry reaffirmed its aim to revitalise rail transport and improve rail corridors to support mining, manufacturing and inter-county movement of goods.

Minister Tyler stated that the Strategic Plan will be implemented transparently and collaboratively, with measurable outcomes. He encouraged engagement from stakeholders, including private sector partners and community representatives.

The release of the Five-Year Strategic Plan marks a significant moment for Liberia’s transport sector, setting a structured pathway for a more connected and modern transport system from 2025 to 2029.
