His statement covered the sector’s existing infrastructure, programmes under way and proposed projects for 2027.
Eastern Mining Railway
The ministry gave Algeria’s national railway network as 5,778 km. The Eastern mining line links Annaba, Oued El Kebrit, Bled El Hadba and Djebel Onk over a total length of 422 km. The minister reported that 174 km had been completed, comprising the 151 km Oued El Kebrit–Djebel Onk section and the 23 km Bled El Hadba connection, and that works and technical trials continue on the remaining sections.
The railway projects form part of the programme to extend the national network and strengthen its passenger and freight capacity.
Southern Railway Extension
The programme includes development of the 495 km railway linking Laghouat, Ghardaïa and El Menia, together with the 1,080 km El Menia–In Salah–Tamanrasset line. Completion of works on the railway linking Laghouat to Tamanrasset is planned for the end of 2028.
Djellaoui presented these projects as part of the extension of the railway network towards southern Algeria, strengthening links between regions and developing the transport of passengers, goods and mineral resources.
Metro and Guided Transport
Civil engineering works have continued on the Algiers metro extension between Martyrs’ Square and Taleb Abderrahmane and on the extension from Boularbi station, in Baraki, to El Hadika station.
In Tizi Ouzou, works on the second section of the cable car project, linking the wilaya headquarters to Sidi Belloua hospital, were accepted in 2026. The section entered service in June 2026.
The Algiers metro totals 19.5 km and 19 stations, while the tramway network covers 113.65 km across seven lines and 184 stations in seven cities. The cable transport network extends over 26.96 km and comprises 13 cable car lines.
The minister said development of guided transport networks was intended to improve travel conditions, increase public transport capacity and strengthen connections between urban transport modes. He also identified reduced pressure on the road network and improved public service as objectives.
Annaba Port Works under the Integrated Phosphate Project
Djellaoui also reported continued extension works at the port of Annaba under the integrated phosphate project. The works cover a 1,600-metre mineral quay with five berths designed to receive large-capacity vessels of up to 80,000 tonnes, together with an 82-hectare port hinterland area.
The project includes a 1,400-metre extension of the port’s main breakwater and dredging of the harbour basin and access channel. Commissioning of the first berth, measuring 310 metres, is planned for the end of March 2027. This milestone includes the equipment needed for operation and is aligned with the implementation timetable of the integrated phosphate project.
Priorities for the 2027 Programme
The sector’s 2027 programme is being drawn up to support economic growth and rank projects by priority, while completing operations already under way. The minister reaffirmed the continuation of registered programmes and completion of priority projects, including railway and guided transport extensions, infrastructure maintenance and development, and improved connectivity between regions.
