The proposed framework will guide IsDB’s transport sector interventions for 2027–2031. Its scope places urban rail and cross-border corridors within a wider review of transport planning, financing and implementation.

Transport ministries and agencies from African member countries are included in the planned consultations. The accompanying implementation roadmap is to identify responsibilities, timelines and indicators for applying the updated policy.

IsDB Sets Out Transport Policy Review for 2027–2031

The Islamic Development Bank (IsDB) has set out plans to update its Transport Sector Policy for 2027–2031, with metro and light rail, transit-oriented development and cross-border transport corridors among the areas to be covered.

The review will assess implementation of the bank’s 2018–2026 Transport Sector Policy and 2022–2026 Transport Sector Strategy, benchmark other multilateral development banks and develop an updated framework to guide its transport sector interventions.

For urban transport, the terms of reference include public transport systems such as bus rapid transit, metro and light rail, alongside integrated land-use and transport planning. The regional integration component covers cross-border infrastructure, regulatory harmonisation, corridor management systems and trade facilitation.

The scope also included climate-resilient infrastructure, digital transport systems and financing approaches such as blended finance, Islamic finance instruments and public-private partnerships. The updated policy is to be aligned with IsDB’s 2026–2035 strategic framework and 2026–2030 corporate strategy.

IsDB issued the consultancy notice under reference BCC2026-044 on 27 September 2026, with a submission deadline of 15 October. The notice is now marked closed.
