Chihuahua state governor Cesar Duarte in Mexico has signed up a group of Chinese companies to build a railway linking the Pacific coast with an industrial hub south of New Mexico's Santa Teresa port of entry. The line would link the proposed port and San Jeronimo at the western edge of Ciudad Juarez
