Central African Republic: Mamadou Coulibaly Assumes Duties as Head of the African Development Bank Group Country Office
African Development Bank Group has confirmed continued and expanded engagement in the Central African Republic following the assumption of duties by Mamadou Coulibaly as Head of the Bank’s Country Office.
On 26 January 2026, Coulibaly presented his letters of accreditation to the Minister of Foreign Affairs, Francophonie and Central Africans Abroad, Sylvie Baïpo-Temon. Discussions highlighted the importance of strengthening the strategic partnership between the Bank Group and the Central African Republic in support of national development priorities.
Coulibaly reaffirmed the Bank’s commitment to working with national authorities to advance economic and social progress, aligned with the National Development Plan (NDP) 2024–2028 and the Bank Group’s Four Cardinal Points. Subsequent meetings were held with the Minister of the Economy, Planning and International Cooperation, Richard Filakota, and Prime Minister Félix Moloua, focusing on NDP implementation, structural reforms, and support for economic recovery, stabilisation and resilience.
Over the past five years, the African Development Bank Group has tripled the value of its portfolio in the Central African Republic to USD 583 million in 2025. This includes ten investment projects and two budget support operations totalling USD 492 million.
Additional financing planned for 2026 includes support for transport infrastructure, notably the construction of a bridge over the Ubangi River, alongside new budget support operations to underpin government reforms.
